Using Data to DRIVE System Improvements for Individuals with Disabilities This session will provide attendees with tools and strategies related to performance reporting requirements under WIOA, with a focus on promoting positive outcomes for people with disabilities. The session will review relevant performance data elements and strategies for Boards to ensure data are collected accurately. The session will also provide an overview of the DRIVE website, a key source of national and state-specific data on employment for people with disabilities. The team of experts will also feature a new data-visualization tools that can help Boards and staff benchmark their efforts against other regions.

Moderator Bio: Vinz Koller leads SPR’s project teams for the WIOA Policy Development Center and Apprenticeship Inclusion Model Projects for DOL’s Office of Disability Employment Policy. He is a national expert on U.S. career education and workforce policy and a thought leader in adapting a European dual professional education system for the U.S. Mr. Koller has extensive experience capturing, translating, and transferring knowledge that drives policy and systems change.

Presenter 1 Bio: Melissa Turner is the Director of Special Projects in the Office of the Assistant Secretary at the Department of Labor’s Office of Disability Employment Policy (ODEP). She previously worked on ODEP’s Employer Policy Team, leading work with employers to increase recruitment, hiring, retention and promotion of individuals with disabilities in the workplace. Prior to joining ODEP, she led state policy work for the National Center for Learning Disabilities, managing mobilization and advocacy around issues impacting students with learning disabilities.

Presenter 2: Rebecca S. Salon, Ph.D.
Presenter 2 Title: Co-Project Director
Organization: National Disability Institute
Presenter 2 Bio: Rebecca Salon is National Disability Institute’s (NDI’s) Co-Project Director of the LEAD WIOA Policy Development Center, in conjunction with SPR. She was previously Project Director of NDI’s LEAD Center. Dr. Salon is a recognized national leader in policy/program development that promotes employment and economic self-sufficiency for individuals with disabilities. She has over 35 years of experience working with people with disabilities in both the private sector and for city/state government.

Presenter 3: Laura Aron
Presenter 3 Title: Senior Associate

Presenter 3 Bio: Laura Aron is a Senior Associate with Social Policy Research Associates, has deep WIOA performance and reporting expertise which allows her to support a range of practitioners. For example, for Leadership for the Employment and Economic Advancement of People with Disabilities (LEAD), she investigates the state of disability reporting within the PIRL to better understand the reporting challenges states and locals face and produced an interactive data visualization tool to help them better understand the status of their WIOA reporting. Ms. Aron regularly delivers highly regarded WIOA performance indicators training (among many other topics) at national, regional, and local conferences.

Presenter 4 Bio: Joshua Mallett is a Senior Research Programmer at SPR and an expert in programming to manage and analyze health and performance data. He is responsible for programming to compile, review, and clean nationwide data from the Workforce Innovation and Opportunity Act (WIOA) Joint Performance Accountability Information and Reporting System (PIRL) and produce annual data book tables and quarterly reports and databases used by the U.S. Department of Labor.
