WUHAN REOPENS
China’s Wuhan, where the outbreak started, lifted its lockdown after more than two months. Travel restrictions are easing, with trains leaving the city, flights resuming at the airport and cars now allowed to exit highways.

U.S. NAVY SECRETARY RESIGNS
Acting Navy Secretary Thomas Modly abruptly resigned Tuesday after he called former USS Roosevelt Commander Capt. Brett Crozier, who was fired last week, "stupid" in a speech to the USS Theodore Roosevelt's crew on Monday.

WISCONSIN PRIMARY GOES ON AMID LOCKDOWN
Wisconsin proceeded with its primary on Tuesday and voters defied stay-at-home orders to wait as long as two hours to cast ballots in the first state to hold an in-person election since the coronavirus pandemic sent Americans into their homes.

TRUMP: U.S. 'QUICKLY' RUNNING OUT OF MONEY ON BUSINESS LOANS
"We're running out of money, which is a good thing in this case,” President Trump told finance CEOs during a phone briefing on small-business loans. The Treasury Department is asking Congress for $250 billion more to aid small businesses, and Senate Majority Leader Mitch McConnell said the Senate could act as soon as this week to pass additional funding.

U.K., NEW YORK HAVE DEADLIEST DAYS
New York state reported its single-largest daily increase in coronavirus deaths on Tuesday. Governor Andrew Cuomo said 5,489 people have died, up from 4,758 on Monday. A record number of people in the U.K. were reported to have died from the coronavirus in 24 hours, daily figures from the Department of Health and Social Care show.

JOHNSON IN STABLE CONDITION, ‘GOOD SPIRITS’
U.K. Prime Minister Boris Johnson is in a stable condition in intensive care and in good spirits as medics try to help him recover from the coronavirus, his office said on Tuesday. “He is receiving standard oxygen treatment and is breathing without any other assistance,” Slack said, as he confirmed that the premier hadn’t been diagnosed with pneumonia. “He has not received mechanical ventilation or non-invasive respiratory support.”

HOPES FOR ANTIBODY KITS DASHED
The U.K. became the latest country to stock up on faulty Covid-19 tests after Oxford University researchers found that many of the kits can’t accurately show whether someone was exposed to the new coronavirus. Multiple tests provided for evaluation “have not performed well,” said an Oxford professor. The home-testing kits are designed to look in people’s blood for antibodies produced by the immune system to fight the virus.
